Welcome to Water Quality's Application for Conditional No Exposure Certificate
This application has been redeveloped and is now under our Water Quality Permitting Portal site. If you would like to apply for a Certificate of No Exposure, please follow the steps below.
  1. Go to Secure Access Washington and create an account, if you don't already have one (take about 5 minutes).
  2. After your account is verified, click on the "Add a new Service" tab.
  3. Click on the "Department of Ecology" link.
  4. Scroll down and find the "Water Quality Permitting Portal (WQWebPortal)" service and click on the "Apply" button in the left column.
  5. Click on the "My Services" tab.
  6. Click on the "Water Quality Permitting Portal (WQWebPortal)" link.
  7. Click on the "Certification of No Exposure" link.
  8. Click on the "Start a new Certification of No Exposure" link.
