Underground Storage Tank Notification Requirements

(UST Notification)

What is the Purpose of this Permit?

The 30-Day Notice gives the inspector the chance to communicate with the owner/installation company and observe the actual tank installation or tank closure process. A state notification form, available from the Department of Ecology (Ecology), must be completed by those who intend to install or remove (close) an underground storage tank (UST).

Notification is required 30 days before installing a new tank or removing an existing one. A certified/licensed professional must perform the installation or removal.

Contact your local fire marshal and local planning department prior to tank closure and/or installation to find out if any additional permits are required by city, county or other local jurisdictions.

Who issues this Permit?

Department of Ecology

What Activities Require this Permit?

Installing or removing an underground storage tank. Certain tanks are exempt from the 30-Day Notice form; to verify whether your tank is exempt please check the 30-Day Notice form.

How Much Will this Permit Cost?

There is no fee for the notification form.

Where Can I Get the Application for this Permit?

The application which is called 'Underground Storage Tank 30-Day Notice', is online and can be downloaded at http://www.ecy.wa.gov/pubs/ecy02095.pdf.

Do I Need to Include Anything with my Application?

No. For UST installation, list the installation company on the application, if known. Upon receipt of the completed form, Ecology will validate it and return it to the owner. This validated form allows you to receive a one time drop of product, for UST system testing purposes only. For permanent UST closure, list the closure company on the application, if known. Upon receiving a completed 30-Day closure form, Ecology will stamp the date received on the form and return a copy to the owner.

Is the Decision on my Permit Dependent on Anything Besides the Information in my Application?

No. Once you have installed the underground storage tank, to dispense product and receive additional deliveries, you must complete the Master Business License register for the Underground Storage Tank Addendum, pay your fees, and provide proof of Pollution Liability Insurance. Ecology will then issue you a Facility Compliance Tag.

How Long Will it Take to Review my Application?
The 30-Day Notice (permit) begins once the form is received and validated by Ecology. Ecology will then send the form back to you, upon which you may begin your project 30 days after the date stamp issued by Ecology. The permit is valid for up to 60 days after the original 30 days have passed. You may request a waiver of the 30-Day waiting period by contacting the Ecology UST inspector in the regional office where the project site is located.
