Introduction
The Project Questionnaire (OPAS) is a tool developed by the Department of Ecology (Ecology) to help you determine which local, state, and Federal environmental permits, approvals, or licenses for Washington State you will need for your project based on an online questionnaire process.
The Governor's Office of Regulatory Assistance (ORA) works with Ecology to update the questions allowing the questionnaire to provide the most complete results possible for your project.
What is a 'Permit'?

The questionnaire will lead you through 4 steps/pages which will require you to:
1 - SELECT the county where your project is located (if known)
2 - SELECT which overall category(s) your project applies to
3 - ANSWER a series of 'yes' - 'no' questions about your project
Once the questionnaire is completed and submitted, the system will then provide:
4 - a resulting page consisting of:
- A list of permits based on your answers; and
- Contact information for each permit; and
- A link to detailed information about the permit
- Tools to download data, save the questionnaire, and build a custom report
